Whilst steve may not be amenable.  His (justified) approach from what I have 
heard/know to this sort of thing is "get your data in ANALYZE/NIFTI" and then 
come talk to me.

There are others on the FSL team however who have a different view. Christian 
Beckmann for instance.

I'll email the FSL list to guage interest/support.  If we can do it with their 
belssing all the better.  If not well we'll just have to market/sell it as an 
add-on.
