[MINC-development] Missing headers in ebtks-1.6.4?

N3-1.12.0 goes with ebtks-1.6.4. The headers are in:
    N3-1.12.0/src/Splines/

In brief, the splines that were in EBTKS have been moved to N3 since
they are only used by N3.
