[Loris-dev] Update LORIS to v21.0.0

My excuses, Alfredo, the "Makefile" is present in 21.0 version release
file, it is not be created by install.sh as I assumed. You need to get the
latest files for the Version 21.0 and 22.0 depending on the stages of your
process.
