[MINC-users] mincblur with FWHM <= voxel dims

True that padding 1 voxel all around also makes the problem go away;
however the egge "touchiness" of these two is really quite similar so
it's still not clear to me what sets this off. But then I do also tend
to pad images in registration pipes but not always; and I hadn't
actually seen this behaviour before. Good to know :)
