[MINC-users] compiling the minc bundle

When I was using Vlad's Makefile I had to add the following variables to 
the installation of mni_perllib, but that was not for the exact same 
problem you had...

INSTALLSITEARCH=$(INSTALL_DIR)/perl
INSTALLSITESCRIPT=$(INSTALL_DIR)/bin
