Are you sure you are using MINC 2.1?  This bug (MAX_NC_OPEN) was
squashed in MINC 2.0.19 as this is no longer defined in netcdf.

In the meantime, the problem can be worked around by just replacing
all occurrences of MAX_NC_OPEN with 32.
