I think the problem is that minc-1.5.1 seems to want 2.4, which indeed
is not partof sarge (I currently have 2.3.2.ds1-22sarge6).

Nope, that dir is part of the libc6 package:

# dpkg -L libc6  | grep tls | grep libc
/lib/tls/libc-2.3.2.so
/lib/tls/libcrypt-2.3.2.so
/lib/tls/libcrypt.so.1
/lib/tls/libc.so.6
