[MINC-development] fortran and MINC

Would anyone have any serious objections if I removed this from the
MINC distribution?

It is not maintained, not up to date and contains code with copyrights
from other places (notably unidata) whose licences I suspect (but dont
know) we may not be respecting.

In any case I think it should be removed from all minc2 builds.
