[MINC-users] Minc tools and scripts for cygwin

Hi Dylan and Daniel,

In this case you'd be much better to remove mnc2ana and ana2mnc in
favour of nii2mnc and mnc2nii.

The latter are the NifTi-1 converters that are now included as part of
the base minc distro as of about MINC 1.4.

Essentially, ana2mnc is deprecated and I don't plan on doing any more
work on ana2mnc in the future.
