That's strange.

Running on Ubuntu 14.04 :

# lsb_release -a
No LSB modules are available.

# dpkg -i minc-toolkit-1.9.10-20150710-Ubuntu_14.04-x86_64.deb

then running apt-get install -f
successfully installs imagemagick with dependencies.
