[MINC-users] Diffusion smoothing

I wrote 'diffuse' way back when, but it never made it out the door really
(and then Claude appropriated the name for something else :-) ). I still
have the source code that you are welcome to have, but getting it to build
now may prove challenging (it uses EBTKS from before it was EBTKS). My
guess is that somebody else may have something more current.
