[MINC-users] EMMA tools for Cygwin

I think someone has asked the following question previously, but just to 
bu sure: where can I find the latest MINC source files to be recompiled 
for Cygwin?

As for the MINC1 vs MINC2 format, the file is actually in MINC1 format:
$file qfal_003_0_pet_fr1_32_sm9mm_VoWal_basFunc_k2.mnc
qfal_003_0_pet_fr1_32_sm9mm_VoWal_basFunc_k2.mnc: NetCDF Data Format data
