What you want is:

   ./configure --prefix=/home/mishkin/development/source_code/bicpl-1.4.6
      --with-build-path=/home/mishkin/development

Presuming you want to build from the libraries in
/home/mishkin/development/{include,lib} and want to install the
resulting binaries in
/home/mishkin/development/source_code/bicpl-1.4.6/{bin,lib,include}
