[MINC-users] MINC 1.3 released

Indeed, gcc works just fine. I had quickly copied in the environment
variables recommended for compiling netCDF
(http://my.unidata.ucar.edu/content/software/netcdf/INSTALL.html#linux)
and didn't realize I had change my C compiler.
