[MINC-development] diffuse/laplacian_thickness licensing

Hi Benjamin,

Thank you for asking about this. I know our intent is to open-source most
of this stuff (not sure of _exactly_ what license), but we've been dragging
our feet. It's news to me that any of these files are under the GPL. I'll
see what I can find out.
