[MINC-development] minc-tools has non-distributable files in the git tree

Well, that's unfortunate, although I am always happy to remove obsolete
stuff from the distribution. I will get this sorted out today. Thankfully,
we now have a private Gitlab server I will use to keep the history of the
proprietary and obsolete converters.
