[MINC-development] Debian package for ubuntu 12.04

*in the new debian pacakge:*
perl->MNI: ok
     -> auto : *missing*
     some files ok

*make install from mni-perl:*
perl->MNI: ok
     ->auto:* ok*
     some files ok
