[BIC-announce] update to fmr_preprocess script

Hello,

The fmr_preprocess script available on the BIC systems has been updated. 
  There were a few minor bugs which have been fixed.  It will now report 
motion estimates in proper chronological order in the output log file. 
And it will work with fmri images with a large number of frames and 
positive slice step values.
