I am not sure what the exact issue is on your Loris instance.
You may try to add permission into your database.
INSERT INTO `user_psc_rel` (`UserID`, `CenterID`) VALUES (1,(select RegistrationCenterID from candidate where CandID='830085'));
INSERT INTO `user_project_rel` (`UserID`, `ProjectID`) VALUES (1,(select RegistrationProjectID from candidate where CandID='830085'));
