In that case. you're missing the equivalent step of the install process
(run `make` for production or `make dev` for a sandbox which invokes
composer.)

There was a bug in the initial 21.0.0 release where that step wasn't
properly documented, so it's easy to have missed but it should be listed as
step 4 in the README as of v21.0.3.
