[Loris-dev] Smarty 3 upgrade

Hi all,

The smarty templating engine for Loris has recently been upgraded to
accommodate the latest smarty 3 version. As such, the smarty 2 files have
been removed and it is now required for everyone going forward to install
smarty 3(eg. sudo apt-get install smarty3).

This upgrade affects all templates, and while the templates in Loris-Trunk
have been looked over, please check on your templates in your project
directory. Some things to note would be that smarty 3 is a bit more strict
in terms of syntax and the use of raw php code using the smarty php tags
are no longer possible.
